this could be lots of things but as you say its a new one so before you start messing around with it i would take it back from whom you bought it from and let them check it over.
Will nonvented gas tank cause bike to run for short time
Yes, if the tank does not have a breather hole then the tank does not drain effectively. This will result in fuel starvation, if you are riding at the time this could also cause weak mixture and over-heated pistons or even heat seizure.
Still having problems with my lambretta uno 50cc
First of all the fuel filter is fine. It is a filter, not a pump. The carb cleaner is designed to clean the carburetor and will not hurt the gaskets. Due to your lack of any knowledge or experience I applaud your desire to understand the problem but do not discount people who do this for a living versus friends with a guess. Since the engine is flooded after running suggests a choke issue. I would take it to a professional who can examine your specific machine. Here is the exploded diagram of your carb:

It is pretty simple. You probably have a manual choke and need to stop choking the carb after it starts up. If it has an automatic choke it is not functioning correctly. The manual does not discuss the choke at all;

You should take the bike to a professinol to examine the problem.
Electric start
If the battery is not dead then the starter is bad. Replace battery first.
Wiring Diagram
Check for a power supply at the lamp unit. If there is power then consider a loose earth lead. Does the battery charge? The battery on older lambrettas is the stabiliser for the lights. if it has failed then your head light will not work. If all the other lights work it must be a lead in the headlight system.

Battery checks out good but
I have this bike. This is what i would try. Charge battery, replace old fuel with fresh fuel, manual says 91 Octane. You can drain old fuel out from fuel filter line, also good to replace fuel filter and spark plug. Spark plug is accessed from small panel behind where your ankles would be while riding. Fuel filter is above kick starter. Try and kick start, note its not the power of the kick that matters, its the position of the kick mechinisim - doesn't always have to be from the very top, you have to feel it be at a point just befofre it engages then kick. and DON't give it throttle when you're starting. If 10 kicks fail. Wait for the fuel to dry out for a few minutes, easy to flood with repeat failed starts...
