Lube it so it will move easily.Sounds like it may even need to be removed to be cleaned up then lubed and re-installed. Lots of times road crud and rust builds up inside and prevents them from moving smoothly. It definitely sounds like there is some issue preventing it from moving properly.

When was last fuel filter change and air filter ...is it clogged also. When was the last time it ran well before the pop and no kick? Small things will get you, you miss them easy. Big things smack you silly.

You need to post the year also but if there are no screws that you can see it could be that you need to twist the lens to remove it or more likely it is a push in lens and you would need to grasp it well enough to be able to pull it out and off or possibly VERY carefully get a knife edge or similar between the lens and the light housing and pop it off. If you have the lens off and you are referring to the bulb you will need to twist it a little to remove it. Wear some gloves in case it is rusted or corroded in place and the glass breaks when you twist it, normally to the right as you face it.
